Culture complex 'NOT A MUSEUM' to take over Tokyo's Imperial Hotel Tower for four years
NOT A CITY, the urban-development arm of Japan's NOTA group, will open 'NOT A MUSEUM' — a temporary culture complex spanning art, books, music, fashion and film — on the former Imperial Hotel Plaza Tokyo site in Hibiya. Planned, produced and operated with the creative collective SKWAT, the roughly 2,000-tsubo venue opens in summer 2027 and runs until March 2031, ahead of the tower's redevelopment.

A former luxury shopping arcade in central Tokyo is being reimagined as a temporary cultural venue. NOT A CITY, the urban-development arm of the NOTA group, has announced plans to open 'NOT A MUSEUM' on the site of the former Imperial Hotel Plaza Tokyo in Hibiya, with an opening scheduled for summer 2027 and a run through March 2031. The roughly 2,000-tsubo (about 6,600 sq m) complex will occupy the first through fourth floors of the Imperial Hotel Tokyo's Tower building, which is slated for eventual demolition and redevelopment. Planned, produced and operated jointly with the creative collective SKWAT, the venue is built around the concept 'CULTURE, IN THE MAKING.' — a space where art, books, music, fashion and moving image intersect, and where the ongoing process of making culture is itself presented as the experience. Spatial design will be led by DAIKEI MILLS, the practice of SKWAT founder Keisuke Nakamura, together with NOT A HOTEL ARCHITECTS. Nakamura framed time itself as the venue's most important asset, arguing that interpreting and expressing time is how the space will inherit the site's history while building something new — a project with no finished state, kept evolving collectively by everyone involved. The Imperial Hotel said it hopes the venue will carry on the plaza's legacy: the arcade opened in 1983 as a gathering place for luxury brands and a launchpad for fashion and culture, and the company expects it to become a place that broadcasts contemporary culture once again. The announcement is part of a wider expansion by the NOTA group, which changed its name from NOT A HOTEL on October 2, 2026 and is branching out from hotels into mobility, housing and city-making. NOT A CITY is also developing 'JAPA VALLEY TOKYO' with Mitsubishi Estate near Yurakucho Station — an art, commerce and hospitality complex led by Pharrell Williams and NIGO, slated to open in spring 2027 with a KAWS collaboration also announced.
